Intermountain Rural Electric Association is currently seeking a team-oriented individual to fill our Construction Management Director position in our Sedalia location.  With over 151,000 members, Intermountain Rural Electric Association is one of the largest member-owned electric utility cooperatives in the United States.

Basic Function
Responsible to the Engineering Manager for studies, design and construction related to substations, transmission lines, and distribution system improvements.

Required Qualifications
– Education equivalent to a bachelor’s degree in engineering or ten years of experience in electric power engineering, design, and project and construction management. Must be proficient in communicative skills, including report writing.
– Must have a valid Colorado Driver License.

Job Requirements
– Duties require extensive knowledge of engineering design and construction practices. Must have a working knowledge of N.E.S.C. and N.E.C. construction regulations and R.U.S. design standards.
– Duties require a thorough knowledge of utility design and construction specifications for substations, transmission lines, and overhead and underground distribution systems.
– Experience with construction, procedures, terminology and job scheduling is required, as is the ability to communicate directly with contractor personnel, consultants, developers, other utilities and Association departments.
– Works in conjunction with consulting engineers, the Association’s Engineering and Operations Departments, and contractors to schedule, inspect and oversee projects. In addition, reviews proposed contracts and construction documents, prepares as-built construction documents, and reviews contractor billings. Represents the interests of the Association in all aspects of work and ensures compliance with the latest contract standards and specifications.
– Receives direction from the Engineering Manager to define objectives and establish direction and coordinates with the Operations and Engineering Departments on routine and special projects. Plans and arranges own work. Time management and individual productivity are important elements of this position.
– Regular contact with other departments is required to furnish or obtain information. Outside contacts are commonplace. Regularly works with confidential data related to location of lines and equipment as well as schedules of construction.
– This job requires normal mental and visual attention. The duties and tasks involve light work and may require the ability to lift a maximum of 20 pounds. Physical demands also include walking or hiking on all types of terrain and driving a vehicle for extended periods of time. Working conditions are inside and outside, including possible isolated areas and exposure to adverse weather conditions.

Duties and Tasks
1. Provides for the management and direction of engineering and construction for substations, transmission lines, distribution lines, and major facility relocations. System improvements, including survey and layout work, preparing a list of materials needed to complete the project, and preparing cost estimates.
2. Coordinates the preparation of bid documents, bid openings and recommends approval of lowest responsible bidder.
3. Arranges with the contractor to schedule construction of system improvements.
4. Attends pre-construction meetings to review the job requirements.
5. Inspects ongoing construction to ensure that installation procedures comply with current specifications, contracts and standards.
6. Notifies the consultant or the Association’s engineer of project changes which affect design and cost. Reviews changes with the contractor and the developer.Records and documents all changes.
7. Maintains financial controls of projects.
8. Assists the contractor in locating electric facilities in respect to utility easements,rights-of-way and proper grades.
10. Reviews final project documentation.
12. Reviews change order documents and the contractor’s as-built recap sheet with design sheets, and completes and as-built drawing of the job.
13. Checks contractor billing documents.
14. Approves monthly consulting engineering invoices and reviews and recommends project authorizations.
16. Returns to work in connection with call-outs and emergency situations when directed to do so by supervisor.
17. Performs other duties as needed and/or as directed.
18. Supervises the Association Joint Use Contracts, audits and annual billing.
